Introducing Decarbonization for a Sustainable Future

RRSC Tunisia and INSIDE ESG organised the North Africa Oil & Gas forum at UTICA headquarters in Tunis on 22 January 2025. Libya was the guest country of honour, with a dedicated delegation panel in the programme.

Moderated by Dr. Maher Khedher, the forum brought together the regional discussion on decarbonization, the role of national oil companies, energy transition governance and practical carbon management.

A REGIONAL PLATFORM

Tunisia hosts. Libya takes a dedicated place.

The programme gave the Libyan delegation its own panel, connecting the forum’s Tunisian setting with Libya’s energy and industrial decarbonization priorities. This event is therefore part of both the Tunisia Branch’s activity record and the Libya Branch’s regional engagement.

The institutional programme listed expected participants from Tunisia’s Ministry of Industry, Mines and Energy, ETAP, ATPG and TENS, and Dr. Houssein Faraj El-Shtewi of Libya’s Ministry of Industry and Minerals. These are the published programme references, not a separate confirmation of each person’s attendance.

THE PUBLISHED PROGRAMME

From regional strategy to practical workshops.

Tunisia’s decarbonization strategy

The opening panel addressed the national energy transition, with the programme listing the Ministry of Industry, Mines and Energy, ETAP, ANME, STEG and BYD, alongside discussion of the EU Carbon Border Adjustment Mechanism.

Libya, guest country of honour

A dedicated panel at 10:45 was reserved for the Libyan delegation, placing Libya within the forum’s regional discussion on energy and decarbonization.

National oil companies and a just transition

The programme covered STEG’s climate strategy, methane emissions in gas production and transport, and governance in decarbonization, with contributions announced from Mahrane Khalfoun, Hiba Hmila and Laury Haytayan.

Flaring reduction and energy finance

The TENS panel addressed Zero Flare Boosting Operation with Mohamed Mehdi Ben Abdallah and impact financing with Arwa Temim of Empower New Energy. Carbon credit insurance was the subject of an FTUSA keynote.

Flare to Power

An afternoon workshop was dedicated to Flare to Power with Karim Ali of Clarke Energy, linking the regional discussion to practical approaches for using flared gas.

Carbon accounting and digital tools

Further workshops addressed accounting, balance sheets and carbon footprints with Noureddine Hajjaji of GREEN FOOTPRINT, followed by a presentation of the Carbo Tracker platform.

The opening programme named Moncef Limam of INSIDE ESG, Carlo Elasi by video conference and an introductory video from Sandro Nasta, Director of RRSC’s Technology Research Laboratory.

The company’s event announcement thanked Valentino Loforese for his supervision and acknowledged the Tunisia team: Lassaad Kedimi, CEO; Moncef Limam, General Manager; Hanen Amraoui, back office; and Rihab Rezgui, manager. These responsibilities are recorded as presented in the January 2025 announcement.
