Powering Libya’s Transition- Decarbonisation and Tech Across the Divide
Today we present our position in Libya 🇱🇾🇹🇳🇺🇸
The R.Rockefeller S. C. holds a formal, contracted presence on both sides of a divided country, and we act through one man and one vehicle.
Lassaad Kedimi our The R.Rockefeller S. C. North Africa President and Chief Executive Officer of Tunisia branches , carries the Libyan file on written mandate from the parent company.
In the West we entered through official channels only.
Since 2024 our work has run through the Ministry of Industry and Minerals of the Government of National Unity in Tripoli, the government recognised by the United Nations.
In 2025 the same Ministry established the Green Industry Center in Misrata, and a bilingual framework memorandum was signed with RRSC Tunisia at the Center’s own headquarters, at the request of its Director General, Dr. Taher Elayeb.
In the East and the South we are completing the incorporation of RRSC Libya, based in Benghazi.
Our partnerships reach the leadership on both sides of the country.
Not all of them are named in this post , both of them will be presented by us in the coming weeks.🤝
This is not easy ground:
Libya has two approval chains, two treasuries, and two separate commercial registries.
Standing on both sides at once has so far been mainly the practice of states.
We are doing it as a private group, on written instruments, with an American parent.
And the country is moving toward reunification..
That process is being pushed by the United States 🇺🇸 : the first unified national budget in more than a decade, signed on 11 April, and forces from East and West training under one command at Flintlock 2026 in Sirte.
Our regional platform sits in Tunisia, and our work in Libya runs in the same direction.
In July Libya adopted its first Nationally Determined Contribution under the Paris Agreement.
A dated national obligation to measure and reduce industrial emissions, and very little domestic capacity to meet it.
That is our work.
– Environmental audit to international standard.
– Carbon file management and industrial decarbonisation.
– Geothermal and waste heat recovery.
– The digital modernisation of governmental and industrial infrastructure.
– And the training of Libyan engineers to carry the method themselves.
Libya is one node of a wider network.
25 active centres, 18 nations, five continents, more than 250 engineers.
We are proud of what we are building across North Africa, West Africa and Central Africa.
Our policy is fully aligned with that of the United States of America.🇺🇸
