The Memorandum of Understanding signed on 23 April 2026 establishes the formal framework for collaboration between R. Rockefeller S.C. and the Center of Competence QUASAR.
The agreement brings the Group's AI and cybersecurity capabilities into dialogue with QUASAR's scientific and quantum-communications expertise without presenting future programs as already operational.

02 · SCIENCE & INFRASTRUCTURE
QUASAR and Bulgaria's quantum-communication capability.
QUASAR coordinates Bulgaria's national quantum communication infrastructure within the European Quantum Communication Infrastructure, EuroQCI. Its work covers technical design, hardware and software implementation, verification and validation, user training, demonstrations, and cross-border coordination.
This scientific base gives the collaboration a practical foundation for studying quantum-safe communications, critical-infrastructure protection and advanced secure digital systems.
03 · SCIENTIFIC & TECHNICAL LEADERSHIP
The two signatories and a direct bridge between research and implementation.
Valentino Loforese, Chief Executive Officer (CEO) & Majority Shareholder of R. Rockefeller S.C., signed the Memorandum for the Group.
Assoc. Prof. Dr. Lachezar Georgiev, Scientific Head of the Center of Competence QUASAR and National Coordinator / Head of the EuroQCI Initiative for Bulgaria, signed for QUASAR and provides scientific direction for the collaboration.
04 · STRATEGIC VISION · WORK IN PROGRESS
A European capability developed step by step.
The long-term vision is to develop joint European programs connecting sovereign AI, quantum-secure communication, critical-infrastructure protection, advanced cybersecurity and dual-use deep-tech research.
These future activities are a phased development vision. They will be described as operational only after the relevant programs, facilities or projects are formally activated.

The collaboration is a scientific and institutional framework for research, knowledge exchange and the development of future technical programmes.
